The Advocacy Strategy of the Ukrainian National Platform of the Eastern Partnership Civil Society Forum for 2026–2030 (hereinafter – the Advocacy Strategy) seeks to ensure a systematic, coordinated and impactful contribution by civil society to European integration and the reconstruction of Ukraine.

The Advocacy Strategy establishes the role of the UNP not only as a platform for coordinating the positions of civil society organisations, but also as a policy-shaping actor able to propose new solutions, initiate reforms and influence the agenda of European integration and the reconstruction of Ukraine. The UNP may take the lead in developing reform concepts, policy proposals, legislative initiatives, roadmaps and recommendations for particular areas of state policy related to European integration, democratic reforms and the reconstruction of Ukraine.

The Advocacy Strategy is a tool for planning and coordinating the advocacy of the UNP and its members. It is intended to strengthen the platform’s influence on the formation and implementation of Ukraine’s state policy, as well as European Union policies towards Ukraine, in the areas that fall within the UNP’s competence and are set out among its strategic priorities.

The Strategy envisages a shift from the Platform’s largely coordinating role to a more proactive model of strategic advocacy, grounded in expertise, partnerships and joint action by the Platform members at the local, national and European levels.

The UNP does not merely respond to existing policy processes and decisions; it also sets its own advocacy agenda aimed at advancing reforms, policies and initiatives that align with the goals of European integration, sustainable development, democratic governance and the reconstruction of Ukraine.

The Advocacy Strategy is implemented with due regard to the limited resources of the Platform and rests on the principles of flexibility, open communication, cooperation among UNP members and the ability to respond promptly to changes in the political context.

The Advocacy Strategy has been developed with regard to the current stage of Ukraine’s European integration, the EU accession negotiations, and the challenges of wartime (post-war) recovery and transformation of the state.

This Strategy forms the basis for the annual operational plans of the platform and its working groups, including their advocacy components.
