The Institute of Public Strategies, members of UNP WG4, has launched the Initiative “AI4Ukraine: Ethical Artificial Intelligence for Recovery on the Path to the EU” within the project “Supporting the Activities of the Ukrainian National Platform of the EaP CSF in 2025–2026,” implemented by the Institute for Economic Research and Policy Consulting with financial support from the European Union.

The initiative aims to research the features and principles of ethical artificial intelligence (AI) in EU countries and develop practical recommendations for its implementation in Ukraine’s public administration and education systems to promote digital inclusion, recovery through smart city technologies, and EU integration using Eastern Partnership opportunities.

The AI4Ukraine initiative aims to integrate ethical artificial intelligence (AI) principles, standards, and practices embedded in European Union policies and regulatory approaches into Ukraine’s public administration and education system to ensure transparency, digital inclusion, and effective country recovery.

In post-war recovery conditions and on the path to European integration, it is particularly important to implement technologies that meet European standards of integrity, fairness, and non-discrimination. To achieve this, the initiative envisages interdisciplinary activities at the intersection of analytics, advocacy, and public information.

Special attention will be paid to practical application of these technologies to solve urgent problems of Ukraine’s recovery after Russian military aggression and accelerate integration processes.

Main activities within the initiative:

  • Researching the European Union’s legislative, ethical, and technical approaches to regulating ethical AI, particularly within the AI Act, European Commission guidelines, Council of Europe practices, and Organisation for Economic Co-operation and Development initiatives (OECD AI Principles).
  • Assessing Ukraine’s current regulatory framework for AI application focusing on public administration and education, identifying gaps and risks in the context of European integration.
  • Developing an analytical document with practical recommendations for implementing ethical AI in public administration, education, and local self-government, considering the potential of digital services and smart city for transparent governance, digital inclusion, and country recovery following Russian military aggression.
  • Conducting an advocacy campaign among public authorities, higher education institutions, and professional development centres for civil servants, including presenting findings at thematic events.
  • Organising public discussions and consultations, including with members of the Ukrainian National Platform of the EaP CSF, to create an inter-regional platform on AI ethics.
  • An information campaign promoting the benefits of transparent and responsible AI use among the public, professional communities, and local communities.

The initiative plans the following event formats:

  • A survey on “Opportunities for Applying Ethical Artificial Intelligence and Smart City Tools for Ukraine’s Recovery on the Path to the EU” among civil servants, community representatives, educators, youth, and IT specialists to study attitudes towards ethical AI and collect qualitative data for analysis.
  • Online roundtables with regional representation on topics: “Artificial Intelligence Ethics in Public Administration: European Standards and Ukrainian Realities,” “Smart City and Ethical AI: Challenges and Opportunities for Ukraine’s Oblasts.”
  • Training for civil servants and educators on: “Ethical AI: How to Integrate Standards into Digital Governance and Education Practice”; “Risk Assessment and Implementation of Responsible AI Solutions in the Public Sector.”
  • A final event presenting analytical work results, case studies, and developed solutions.

Expected project results:

  • Increased awareness among key stakeholders (Ministry of Digital Transformation, Ministry of Education and Science, RSA, CPSTC) about the concept of ethical AI.
  • Initiating dialogue between Ukrainian authorities, civil society, and donors on AI ‑ethics standards.
  • Disseminating knowledge about digital inclusion, smart‑services, and AI ethics among educators, civil servants, and IT‑experts.
  • Forming partnerships with regional centres, universities, and experts.
  • Laying the foundation for further harmonised legislation focused on AI regulation compatible with EU approaches.
