
Resource and Analytical Centre “Society and Environment” NGO with partners International Charity Organisation “Green Dossier Information Centre,” and National Environmental Centre of Ukraine, as well as members of UNP WG3, have launched the Initiative “The Role of Ukraine Facility in Advancing Environmental Reforms” within the project “Supporting the Activities of the Ukrainian National Platform of the EaP CSF in 2025–2026” implemented by the Institute for Economic Research and Policy Consulting with financial support from the European Union.
The name of the initiative: Role of Ukraine Facility in promoting environmental reforms

Objective: The initiative aims to enhance the effectiveness of the EU’s Ukraine Facility initiative by achieving progress in implementing the Ukraine Plan regarding the green agenda and environmental protection, while ensuring proper public participation in this process.

Regulation 2024/792 on Ukraine Facility covers provisions on environmental and climate principles for using funds under this mechanism. These provisions define environmental and climate objectives, principles, and funding conditions, particularly within the first two elements of Ukraine Facility (the Ukraine Plan and Investment Framework).
The general objectives of Ukraine Facility include addressing the environmental consequences of Russian aggression, promoting environmental sustainability, and approximation to EU environmental and climate legislation and standards.
The EU initiative has great potential for timely and effective country reforms; however, its mechanisms must be properly utilised at the national level, particularly through engaging civil society in setting objectives and indicators, as well as monitoring their implementation.

Implementing the initiative will enable us to gather civil society’s vision on progress in advancing environmental reforms through the Ukraine Plan, as well as recommendations for strengthening civil society’s role in this process, including the role of UNP EaP CSF.
The initiative will raise public awareness about Ukraine Facility and its role in reforming the country; identify strengths and weaknesses, and pathways to enhance progress in advancing environmental reforms.
The initiative plans include:
- Discussions with civil society representatives in focus group format and producing a report based on the results,
- Preparing research on Ukraine Facility implementation, the Ukraine Plan, and public engagement in these processes, and presenting key results at a public event,
- Analysing progress in implementing reforms envisaged by this instrument,
- Discussing and advocating necessary changes and public engagement.
