
The Yavoriv Local Economic Development Agency, as well as members of UNP WG2, have launched the Initiative “Revitalising the Ukrainian Economy: How to Build a New Transparent Cooperation Model with Entrepreneurs Focused on Business Needs” within the project “Supporting the Activities of the Ukrainian National Platform of the EaP CSF in 2025–2026,” implemented by the Institute for Economic Research and Policy Consulting with financial support from the European Union.
Objective: To assess the implementation level of the European Union’s Ukraine Facility 2024–2027 Financial Support Programme in the “Economic Reforms” block, specifically the “Business Environment” area.
This initiative aims to address one of Ukraine’s key economic development challenges — insufficient dialogue between government, business, and civil society, which reduces reform effectiveness, weakens entrepreneurs’ trust in state support instruments, and hampers sustainable development.

Despite numerous assistance programmes, including Ukraine Facility 2024–2027, the EU’s largest financial support for Ukraine, local entrepreneurs often do not understand what opportunities are available to them and do not feel real improvements in business conditions. At the same time, the state does not always receive feedback on how these reforms work in practice.
The Agency’s research aims to:
- assess the implementation level of the Ukraine Facility’s economic block regarding the business environment,
- analyse policies, regulatory acts, institutional changes, and existing business support instruments,
- identify gaps between national-level policy and the real needs of local entrepreneurs,
- formulate proposals on how to make cooperation between the state and business more transparent, trustworthy, and effective.
The research also aims to strengthen the role of civil society organisations in shaping economic policy, particularly through the Ukrainian National Platform of the Eastern Partnership Civil Society Forum. This aligns with the priorities of the Working Group “Economic Integration and Convergence with EU Policies,” particularly strengthening civil society’s capacity to participate in economic policy-making, promoting sustainable economic development, ensuring transparency in reform implementation, and assessing their impact on the business environment.
