Vinnytsia non-governmental organization “Information and Educational Center ‘VIS’”, members of UNP WG1, have launched the Initiative “EU values at the local level: equality in Ukraine — implementing EU standards locally” within the project “Supporting the Activities of the Ukrainian National Platform of the EaP CSF in 2025–2026,” implemented by the Institute for Economic Research and Policy Consulting with financial support from the European Union.

Objective: Promoting gender equality as a key European value in Ukraine through analysis of the implementation of the European Charter for Equality of Women and Men in Local Life (hereinafter the Charter) in Vinnytsia TC and an advocacy campaign at local levels.
In the context of Ukraine’s European integration path and active implementation of European Union principles at the local level, ensuring gender equality and non-discrimination has become particularly relevant. The Charter for Equality of Women and Men in Local Life, developed by the Council of European Municipalities and Regions, is a key document providing tools for implementing equality policies at the local level.
Implementing the principles of the European Charter for Equality of Women and Men in Local Life is an important element in bringing Ukraine closer to EU standards, particularly in human rights and local governance.
Currently in Ukraine, many communities have already signed the Charter (over 90), but its implementation level remains insufficient, uneven, and under-researched.
The initiative plans to: This project focuses on Vinnytsia TC, where we plan to monitor the Charter’s implementation status, mobilise communities, conduct a public advocacy campaign, and promote the signing and implementation of the Charter by new communities.
