On May 30, 2025, a meeting of WG 3 “Environment, Climate Change and Energy Security” was held. Traditionally, such a meeting was held jointly with WG 5 of the EU CSP, as both groups are actively working towards strengthening Ukraine’s European integration path and on issues of green reconstruction and recovery of Ukraine.

The coordinators of the working groups informed the meeting participants about the current state of affairs in the EU-Ukraine CSP and the EaP CSF. The meeting participants noted the intense work within the negotiating groups, successes in the implementation of joint projects of the working group members, support opportunities for UNP members (initiatives, position paper, preparation for the annual assembly, etc.), as well as preparation for the URC and other plans for the future.

This year, WG3 participants will again have the opportunity to implement their initiatives that will contribute to the post-war reconstruction of Ukraine, the reform of the country, and Ukraine’s approach to EU membership. Advocacy of recommendations developed within the framework of such initiatives will be facilitated by the dialogue platform announced by colleagues from the EPL.

As part of supporting the initiatives of UNP members, the following proposals from the group were discussed:

  • compliance with the Aarhus Convention (as an important component of EU legislation), in particular regarding the protection of environmental defenders and the transparency of production sharing agreements;
  • involvement of the environmental community in the Ukraine Facility

The meeting participants discussed preparations for the Recovery Conference, which will be held in Rome in July this year. The working group members are ready to prepare a position paper and actively advocate for it on the sidelines of the conference.
