The Foreign Policy Council “Ukrainian Prism”, a UNP WG1 member, launched the initiative “EU Preparedness to External Challenges: Ukraine’s Experience and Common Solutions” within the project “Support to the Activities of the Ukrainian National Platform of the Eastern Partnership CSF in 2024” implemented by the Institute for Economic Research and Policy Consulting with the financial support of the European Union.

The aim of the initiative is to strengthen Ukraine’s participation in the Common Security and Defense Policy of the European Union by developing practical solutions for the new EU strategic document “EU Preparedness Strategy” based on current best practices of Ukraine to ensure the resilience of society and the state.

Result of the initiative.

“Within the framework of the initiative, Ukrainian Prism will prepare an overview of the Concept of Resilience of Ukraine, its practical implementation, and best practices that can help in the development of a European strategic document. We will distribute this draft among the members of the working group headed by Sauli Niinistö and discuss it with representatives of European think tanks based in Brussels. The immediate effect will be Ukraine’s contribution to the formation of new mechanisms of the EU’s Common Security and Defense Policy. The Common Security and Defense Policy is a part of the negotiation process”.

Hennadii Maksak, Foreign Policy Council “Ukrainian Prism”:

In March 2024, European Commission President Ursula von der Leyen and High Representative for Foreign Affairs and Security Policy Josep Borrell commissioned the newly appointed Special Adviser to the European Commission, former Finnish President Sauli Niinistö, to prepare a study on strengthening the EU’s readiness to meet new external and security challenges. Given that Finland once initiated the formation of the EU’s preparedness policy, a draft EU Readiness Strategy for External Challenges is due in October 2024. The European Commission has already begun consultations with stakeholders on the content of the EU Readiness Strategy to address military and civilian crises both within and outside the EU. During the consultations, the Special Adviser himself emphasized the importance of learning from Ukraine’s experience.
