Local economic development agency of Yavoriv district, a member of UNP WG2, has launched a study “Key Priorities for the Development of Territorial Communities in the Context of Prospects for Post-War Modernization of the Ukrainian Economy” within the framework of the project “Support to the Activities of the UNP EaP CSF in 2021-2023” implemented by the Institute for Economic Research and Policy Consulting with the financial support of the European Union.

Objective. To study the economic development of territorial communities bordering on EU communities, analyze the dynamics of changes in indicators in various sectors of the economy and propose specific ways to restore and modernize economic priorities in Ukraine, which will serve as tools for restoring and accelerating integration with the European Union.
The geography of research is Lviv, Zakarpattia, Volyn, and Chernivtsi regions.
The study will include: methodological aspects of the impact of crises provoked by military conflicts on the economies of countries, regions and communities; international experience of post-war modernization; economic challenges in regions and communities; development of recommendations for central and regional authorities on ways to effectively rebuild the economy on the path to European integration.

The development of most territorial communities in Ukraine today is largely limited by the problems faced by their local governments in the context of finding the financial, human and material resources needed to ensure the smooth functioning of the economy of each community. It should be noted that most of these problems arose or worsened after the large-scale invasion of russian troops in 2022. The military operations in the south and east of the country, as well as rocket attacks throughout the country, damaged a significant number of infrastructure facilities in the communities, as well as reduced business activity and deteriorated the investment climate. As a result, the financial capacity of almost all Ukrainian communities has decreased. This raises the issue of finding new means and tools to increase their economic potential in the context of war and requires the identification of priority areas for modernizing community management mechanisms in the context of the prospects for post-war modernization of the Ukrainian economy.
