On October 16-17, 2023, the Ukrainian national platform of the Eastern Partnership Civil Society Forum held an online training “How to get used to the European political kitchen and be heard in Brussels: the experience of practitioners.”
The training was conducted by the Foreign Policy Council “Ukrainian Prism”.
Goal: To explain to the participants the decision-making process and peculiarities of work of European institutions in accordance with EU agreements, to provide examples of different approaches to decision-making by institutions, to prepare the audience to understand the entry points for advocacy campaigns in accordance with political cycles.
Taking into account that Ukraine has been granted EU candidate status, as well as the potential opening of membership negotiations, Ukrainian civil society institutions are currently facing a dilemma of in-depth study of the EU’s decision-making process, not only in terms of foreign policy, but also in terms of internal decision-making. The current EU decision-making system comprises four main institutions: the European Commission, the Council of the EU, the European Parliament and the European Council. Each of them is responsible for a part of joint decision-making, depending on the thematic focus. The training participants deepened their knowledge of the role of each institution in joint decision-making, as well as the procedures that define the format of inter-institutional cooperation and the decision-making algorithm.
The next stage of the training was to identify opportunities for NGOs to participate in the EU policy-making process, depending on the policy analysis cycle.
The authors of the training suggested ways of advocating for NGO analytical materials and direct participation in EU policy-making that they knew from their practical work.
