Екологічні неурядові організації, члени Робочої групи 3 «Довкілля, зміна клімату та енергетична безпека» Української національної платформи Форуму громадянського суспільства Східного партнерства (УНП ФГС СхП) та Робочої групи 5 «Енергетика, транспорт, довкілля та зміна клімату» Української сторони Платформи громадянського суспільства Україна-ЄС (УС ПГС) звернулися до керівництва Європейського Союзу із закликом чітко пов’язати план післявоєнної відбудови України «RebuildUkraine» з екологічними реформами та узгодженням національного законодавства з екологічним acquis ЄС.
Українські екологічна громадськість переконана, що план «RebuildUkraine», який окреслює ключові реформи та інвестиції, необхідні для побудови процвітаючого та сталого майбутнього України, має передбачати всі екологічні реформи, розпочаті у рамках Угоди про асоціацію між Україною та ЄС, до початку російської військової агресії. Відмічається, що впровадження наведеного у зверненні переліку необхідних реформ, допоможе Україні вийти сильнішою та стійкішою після жахливих наслідків російського вторгнення. З часом ці реформи також підтримають Україну на її європейському шляху.
Appeal WG3 UNP EaP CSF and WG5 of the UA CSP on Environmental Priorities in the Reconstruction of Ukraine

The Environmental NGOs members of Working Group 3 “Environment, Climate Change and Energy Security” of the Ukrainian National Platform of the Eastern Partnership Civil Society Forum and Working Group 5 “Energy, Transport, Environment and Climate Change” of the Ukrainian side of the EU-Ukraine Civil Society Platform express their assurance of high esteem and gratitude for the actions taken by the European Commission with regard to Ukraine’s relief and reconstruction in particular for setting up a framework for the strategic plan for Ukraine’s post-war reconstruction – ‘RebuildUkraine’.
We are deeply grateful to the European Commission for firm anchoring the reconstruction plans to the green and digital transitions as well as fundamental European values. Today we address the European Commission a request to fully include all previous Ukraine’s obligations in terms of transposing and implementing environmental EU acquis into all the reconstruction plans including the ‘RebuildUkraine’.
We strongly feel that the ‘RebuildUkraine’ reconstruction plan, while outlining key reforms and investments necessary to build a prosperous and sustainable future for Ukraine has to list all the environmental reforms initiated in light of the EU-Ukraine Association Agreement before the Russian Federation`s aggression against Ukraine.
On 28 February 2022, Ukraine applied for EU membership, and expressed a strong will to link reconstruction with reforms on its European path. We believe that environmental reforms are indispensable and intrinsic features of new Ukraine – a free, prosperous and resilient country well integrated into the European and global economy.
We are also grateful for the positive assessment of Ukraine’s application for candidate status and share the European Commission’s warnings about delaying reforms in legislation on environment and climate action that hinder economic development.
We call upon the European Commission to clearly link the ‘RebuildUkraine’ reconstruction plan with environmental reforms and alignment of domestic legislation with the environmental EU acquis. These reforms should include at least the following
- environmental monitoring, including monitoring of emissions into the environment, monitoring of the state of the environment and its components, monitoring of environmental impacts;
- environmental enforcement and liability;
- environmental assessments including environmental impact assessment and strategic environmental assessment;
- access to environmental information, transparency and public participation in decision-making processes on matters related to the environment;
- sustainable forestry and agriculture;
- circular economy and waste management;
- sustainable water management;
- protection of biodiversity;
- environmental financing;
- development of sustainable mobility, limitation of air pollution in transport.
Reforms in these areas will help Ukraine to emerge stronger and more resilient from the devastation of the Russian invasion and implement good environmnetal governance model. In time, they will also support Ukraine in pursuing its European path.
We would like to emphasize that EU`s involvement in reconstruction of Ukraine in a way that Ukraine becomes a part of the European family is of a paramount importance.
